The outcome and its owner

All four must be yes. If not, pick another outcome or another owner; the playbook says why.

1. It is a behaviour, not a system. You can write, in one sentence, what people will do or stop doing, and someone on the floor could tell you whether it is true of their own week.
2. Someone could see it hold or fail in the work. Not on a dashboard; in the shared drive, the mailbox, the screen, the queue.
3. One named executive bears the consequence if it fails, has authority to change a rule for those people without asking anyone, and would give you ninety minutes to say what would worry them early.
4. A correction could be funded within days from a budget the owner and you can release without a new approval cycle, and the person who will gather the evidence can be freed up for sixty to ninety days.

The organisation

Two of these stop you. Three do not, but the first hard decision will test them, so they are written into the contract before you begin.

5. The people observed can be told what is watched, why, and until when, before the first observation. If they cannot, nothing else here applies.
6. Somewhere in the chain a single executive can decide about this outcome. If authority is genuinely shared across three functions and nobody can direct the others, decompose the outcome or choose another.
7. Decisions here are taken in the room, not ratified after a week of bilateral calls; a junior person can contradict a senior one's account of their own programme without paying for it; and the operation is not run by a supplier who holds the work. If any of the three is a no, you can still start, with that constraint recorded.

What the test is, and is not

It is step 2 of the playbook, on one page. It is not a diagnosis of your organisation; a no means this discipline's assumptions do not hold for this outcome, not that something is wrong with you. Consensus decision-making, hierarchy, outsourcing and shared authority are ordinary features of large organisations. The test exists so that you find that out here, for free, rather than in week six with a suspended programme.
